Free movers
The statute of free mover students at Universitatea Babeş-Bolyai
NOTE: this regulation may subsequently be completed or modified, based on the regulations which are to be transmitted from MECT as an answer to the address no. 586/ 15.01.2009 issued by the Rector’ Office.
A. Defining the category of free mover
A free mover student is a student enrolled at a foreign university or a foreign citizen who graduated secondary-school or the university and who wishes to participate in one or more of the courses offered by Universitatea Babeş-Bolyai, for a period of time equivalent to a semester or an academic year, without the benefit of the rules of the existing bilateral agreements between the university
and the foreign higher education institutions, and without receiving a study diploma.
Free mover students are not compelled to attend a complete educational cycle (Bachelor, Master, Doctorate).
B. Enrolling procedure
Deadline for candidate file application
- August 30th: for the first semester or for the entire academic year;
- January 30th: for second semester courses;
- For the citizens who wish to attend one or more courses, without accumulating 30 ECTS: the same as the above.
- The candidate file for application will be handed in at the Centre for International Cooperation
Students enrolled for a semester do not need the approval of the Ministry
of Education, Research and Innovation.
- Students enrolled for an entire academic year need the approval of the Ministry of Education, Research and Innovation.
- The candidate file must contain the following documents:
i. for foreign citizens who wish to attend one or more courses without accumulating 30 ECTS
- application form
- translated copy of the last study diploma (into English, French, or German, if it isn’t already written in the above languages); the copy should be certified
- copy of the ID document and copy of the passport
- medical certificate
ii. for students enrolled at a foreign university, who wish to attend a semester/an academic year at Universitatea Babeş-Bolyai, without the benefit of the rules of the existing bilateral agreements between the university and the foreign higher education institutions.
I. Bachelor level:
- application form (available on the Centre for International Cooperation’s website)
- translated copy of the secondary-school diploma (into English, French, or German, if it isn’t already written in the above languages); the copy should be certified
- transcript of records for the semesters attended within the home university
- letter of nomination from the home university
- simple copy of the ID card or passport
- medical certificate
II. Master level:
- application form (available on the Centre for International Cooperation’s website)
- translated copy of the secondary-school diploma (into English, French, or German, if it isn’t already written in the above languages); the copy should be certified
- translated copy of the Bachelor diploma (into English, French, or German, if it isn’t already written in the above languages); the copy should be certified
- letter of nomination from the home university
- simple copy of the ID card or passport
- medical certificate
· each student will be enrolled at the faculty based on the address signed by the Director of CIC and by the Vice-Rector responsible for the international cooperation.
· students may attend the courses offered by all faculties within the university, by filling in a learning agreement at each faculty (after maintaining an exam/ the exams, each faculty the student has signed an agreement with will free a registration certificate).
· the student will pay the tuition fees based on the CIC address, after the university has given its acceptance. Only after paying the tuition fee (EU citizens may pay in instalments, as the Romanian citizens; non-EU citizens must pay the tuition entirely, in advance) will the student be enrolled at the faculty.
· the student will fill in a learning agreement at the faculty and will receive a student book.
· the study period will be certified by the university based on the study certificate and a transcript of records (attached) given by the faculty.
· free mover students can receive accommodation as far as the available rooms of the faculty he’s enrolling at, based on an application handed in personally to the Social Service.
C. Tuition fees:
a) one-semester mobility
- EU citizens, according to the Law 316/2006: 50% of the annual tuition fee, the same as that for Romanian citizens (fees have been approved by the Senate on July 14th 2008)
- non-EU citizens, according to the OUG 133/2000:
1600 USD – Bachelor level
1700 USD – Master level
b) one-academic year mobility
- EU citizens, according to the Law 316/2006: the annual tuition fee is the
same as for Romanian citizens (approved by the Senate on July 14th 2008)
- non-EU citizens, according to the OUG 133/2000:
3200 USD – Bachelor level
3400 USD – Master level
c) for one or more courses
- EU citizens: the fee is calculated as for Romanian citizens, according to
the number of ECTS per course
- non-EU citizens: the fee is calculated by multiplying the sum of 54 USD
(Bachelor level) or 57 USD (Master level) with the number of ECTS per chosen course. The mentioned sums represent the equivalent in dollars of a credit (3200/60, 3400/60).
