Regulations concerning scholarship granting for students
- approved by the Senate in the meeting of July 14th, 2008 -

Art. 1.

(1). Babes-Bolyai University grants in accordance with the law stipulations, the following categories of scholarships: performance scholarships, merit scholarships, study scholarships, social aid scholarships, special scholarships. All these categories of scholarships are granted upon the request of students, under their own signature. Applications will be submitted at the faculty secretariat within 10 days following the beginning of the semester.

(2) Individuals or legal persons of private law may grant private scholarships based on contract, within the conditions stipulated by the Law no. 376/2004.

(3) Personalities and national or international foundations may grant (based on contest) scholarships that bear their name.

(4) Babes-Bolyai University and its faculties may grant special scholarships out of their own extra-budgetary revenue.

Art. 2.

The scholarships granted by the Babes-Bolyai University and its related sources of funding are:  
a. performance scholarships - budgetary allocations and extra-budgetary revenues of the University;
a.1. "The Olympic Merit" performance scholarships (cf GD 1004/17 September 2002) from the budget of the Ministry of Education, Youth and Research;
b. merit scholarships - budgetary allocations for budgetary students and extra-budgetary revenues of the faculties for students paying tuition;
c. study scholarships - budgetary allocations;
c.1. scholarships for students resident in rural areas (cf. GD 769/2005) from the budget of the Ministry of Education, Youth and Research, based on contract;  
d. social aid scholarships - budgetary allocations for budgetary students and faculties' own revenues for tuition paying students;
e. special scholarships - from the University's or faculties' own income (extrabudgetary).

Art. 3.

(1) The beneficiaries of the scholarships granted by the Babes-Bolyai University, according to this regulation, the hereinafter referred to as "students" are students of the Babes-Bolyai University, Romanian citizens and citizens of the member states of the European Union, of the European Economic Area and of the Swiss Confederation, at university BA and MA level, on campus courses integrated in a budgeted and tuition school system;  

(2) The following do not constitute criteria for scholarship granting: age, sex, religion, race, political party of a student or of the student's family, membership in legally constituted organizations or with activity under the Romanian law, the number of years spent in other educational institutions, the studies carried out abroad and access to scholarships obtained from other sources.  

Art. 4.

The condition for obtaining a scholarship granted by the Babes-Bolyai University or by individuals and national or international foundations, regardless of class, is that the student passed the previous exam session. In order to pass a semester the student must obtain in the exam session previous to the semester for which he applies for scholarship at least 30 credits in compulsory and optional subjects, according to the menu chosen by the student for the previous semester, as specified in the contract of study. In the case of the faculties with more than 30 credits in a semester, the student will be considered "integrallist" if he obtains the minimum number of credits established for that semester. The evaluation and credits of the pedagogical training module are not taken into account for the condition of being integrallist and, implicitly, for calculating the student's average mark. For the students who benefited from Socrates/Erasmus Scholarship for a semester it will be taken into account, based on the marking sheet and the equivalence of the promoted exams the minimum 30 credits in the compulsory and optional subjects.  

Art. 5.

(1) Performance scholarships are assigned through a contest organized by the University. The conditions and criteria for the contest are set by the University Scientific Research Council of the University Senate (see Annexe 3). The approval and nomination of these scholarships is the responsibility of the University Scientific Research Council of the University Senate.

(2) The quantum of performance scholarships is at least two times higher than the minimum scholarship established by the University, and their number is established by the Senate at the beginning of semester I of the respective academic year. Performance scholarships are alloted over 12 consecutive months, starting with the second year of study.

(3) Obtaining a performance scholarship is not conditional on the granting of other categories of scholarships.

Art. 6.

(1) The "Olympic Merit" Scholarship is granted to students who received awards at international School Olympics, according to the lists submitted by the Ministry of Education, Youth and Research.

(2) This category of scholarships has been granted, since 2002, to first year students who received awards at international school Olympics, as students in the 12th grade.  

(3) The "Olympic Merit" performance scholarship is granted during the academic year, including holidays.

(4) The "Olympic Merit" performance scholarships may be granted for the entire duration of the studies, after the annual performance evaluation is done.

(5) The amount of "Olympic Merit" performance scholarships is brought up to date annually by the Order of the Ministry of Education, Youth and Research, in line with the inflation index.

(6) Scholarships in this category will be granted through the University Social Service.

Art. 7.

(1) Recipients are granted merit, study and social aid scholarships during an academic semester, according to the curricula, and not during holidays, with the exceptions mentioned in the GD 558/1998, Annexe 2, Article 12.

(2) A student may benefit in one semester of a single scholarship category (of merit, study, social aid), excluding performance scholarships, occasional social scholarships (for clothing, maternity or death) and ERASMUS/SOCRATES financial support or other similar programmes, which can be aggregated with other scholarships obtained by the student.

Art. 8.

(1) The scholarship fund allocated from the state budget is reduced by the fund for performance scholarships, depending on the number and amount of the latter.

(2) The scholarships fund destined for merit, study and social aid scholarships is distributed to faculties in accordance with the number of students that are Romanian citizens, citizens of member states of the European Union, of the European Economic Area and the Swiss Confederation, on campus courses in the respective faculty, integrated in a budgetary system.

(3) The scholarships fund alloted to faculties is distributed to the faculties, as follows:

The faculties may change this distribution within the allocation fund available to them.

(4) The scholarships fund alloted to faculties is distributed to departments (specializations), languages and years of study in proportion to the number of students and trainees that are Romanian citizens, citizens of member states of the European Union, of the European Economic Area and the Swiss Confederation, on campus courses students in the respective faculty, integrated in a budgetary system.

Art. 9.

(1) Students who are concurrently enrolled for two specializations in state budgeted higher education institutions, may receive scholarships from the state budget only from one of the institutions, provided that the total number of semesters in which they benefit from scholarship does not exceed the number of semesters established as normal schooling period for the specialization in which they are to benefit from scholarship.  

(2) To avoid the granting of two or more scholarships to the student who is simultaneously enrolled for two or several faculties (specializations) in state budgeted institutions of higher education, the scholarship is granted by the faculty (specialization) in the institution of higher education that the student chooses, on condition of filling a request form. The scholarship request form will be accompanied by a certificate issued by the other faculty, to the effect that the student does not benefit from scholarship at the respective faculty (higher education institution).

(3) Verification of accuracy regarding the student's situation with a view to fulfill the conditions in Art. 9 (2) is based on the Enrolment File, on the attesting documents and on the declaration on the student's responsibility.

(4) The University Senate and the Academic Councils of the faculties will monitor the work of the master-level students (on budget, on campus) as well as that of the on campus doctorate students in order to avoid the granting of two scholarships to the same person.

(5) The students who had their studies interrupted for one or several semesters will be granted a scholarship on account of the results obtained in the last semester before the interruption.

(6) The students who had been on tuition and shift on a budgetary place will benefit from any category of scholarship, on account of the average mark of the previous semester.  

Art. 10.

(1) Merit scholarships and study scholarships are awarded in the descending order of the general average marks (exams, tests, projects - according to the curricula) obtained in the exam session previous to the semester in which the scholarship is requested.

(2) The general average mark is calculated as proportional average of the marks obtained, the proportion being given by the number of credits granted to each discipline, in accordance with Art. 4. In the event that a student obtains more than 30 credits, according to the structure of the chosen menu for the respective semester, the calculation of the general average mark will include the subjects and credits that the student had opted for, fulfilling the condition for granting a scholarship.

(3) If the student obtains more than 30 credits, fulfilling the achievement condition and if the additional credits view disciplines scheduled for the following semesters, they will be carried forward to the calculation of the general average mark in the semester the respective subjects are scheduled for, according to the curriculum.

(4) Evaluation and credits in a discipline are considered only once for calculating the average for a single semester.

(5) In the case of equal average marks, the tie breaker will be based on the following criteria (taken into account in the following order):
- the mark obtained in the subject with the greatest number of credits; if equality continues the following course listed with the highest number of credits will be considered. This criterion will be applied until tie breaker is achieved. In the situation in which there are several disciplines with the same number of credits, one will consider all these subjects:
- marks obtained in the optional subjects.
- participation in scientific events, conferences, symposia, seminars in the previous semester.
- the average mark of the previous semester.

Art.11.

(1) The merit scholarship can be granted to:  
a. Students in the university, BA and MA level, starting with semester II of the first year of study.
b. Students in the MA university level, starting with the first semester of the first year of study, if they graduated the BA university level with the general average mark of 10 (ten).

(2) Budgetary allocations for the merit scholarship can be used only for budgetary students, and extrabudgetary revenues of each faculty for the tuition paying students nominated in Article 3 (1).

(3) The number of merit scholarships granted in a faculty is calculated as the ratio between the scholarship fund allocated for this purpose and the scholarship quantum.

(4) The allocation of the number of merit scholarships on departments (specializations), languages of study and years of study within the faculty is the responsibility of the Faculty Scholarships Commission. Each year of study and department of a faculty must receive at least one merit scholarship from budgetary allocations, except for the situation when the highest average mark in the department and year of study is smaller than the minimum average mark established for merit scholarships by the Professorial Council. If there is the possibility to grant more merit scholarships from the budgetary allocations in the same department and year of study, the allotting will be done proportionally to the number of budgeted students for each year, department and specialization. The allotting of merit scholarships from the budgetary revenue allocated on departments and years of study is done in proportion to the number of budgetary students in the respective year, language of study and department. The allotting of merit scholarships from the faculties extrabudgetary revenues for departments and years of study is done in proportion to the number of tuition paying students in the respective year and department. The minimum average mark considered for granting merit scholarships to the tuition paying students cannot be smaller than the minimum average mark established for budgetary students.

(5) The Scholarship Commission of the faculty can establish a minimum general average mark for granting a merit scholarship in the faculty, both for the budgetary students and for those on tuition.

(6) If, on the basis of the established average mark, the merit scholarships fund of the budgetary allocations is not entirely used, the unused part is allocated to the scholarships fund of the same faculty.

Art. 12.

(1) The study scholarship is granted from budgetary allocations. The beneficiaries of this scholarship are the students referred to in Article 3 (1).

(2) The quantum level is put forward by the Scholarship Commission of the University and approved by the Senate of the University. The Scholarship Commission of the University is rendered in Annexe 1.
The allocation of the fund for the study scholarships of the faculties to departments and years of study is done in proportion to the number of budgetary students in the respective year and department.

(4) The number of students in a faculty, department and year of study that benefit from study scholarships is calculated as the ratio between the scholarship fund allocated for this purpose and the scholarship quantum.

(5) Study scholarships in the departments (specialties), languages of study and years of study are granted after the granting of merit scholarships, in descending order of the general average obtained in the previous semester by the budgetary and tuition paying students, according to Art. 10, paragraphs (2), (3) and (4).

(6) For the first semester of the year I of study (BA level, respectively MA level) the criterion for granting the study scholarship is the average mark obtained at the admission exam. Students who were admitted without taking the entry exam, based on the results obtained at school Olympics (except for the cases mentioned in Art. 6 of the present Regulation) are considered to be admitted with the average mark of 10.00.

(7) In the event that several students obtained the same average mark the tie breaker is based on the established additional criteria in use for the admission exam.

(8) The Scholarship Commission of the faculty can establish a minimum general average mark for granting a study scholarship in the faculty.

(9) If, on the basis of the minimum average mark set by certain departments (specializations) or years of study, the fund for study scholarships cannot be integrally used, the unused part is to be redistributed to other departments (specializations) and/or years of study of the same faculty, depending on the number of budgetary and tuition paying students in the respective years and departments.

Art. 13 .

(1) The study scholarship for the students residing in rural areas is granted from budgetary allocations.

(2) The funds allocated for this category of grants come from the state budget, separately from the funds allocated for the other categories of scholarships.

(3) If the Ministry of Education, Youth and Research includes the funds for these scholarships in the general fund of scholarships allocated to the university, the scholarships fund allocated from the state budget is reduced by the fund for study scholarships for the students residing in rural areas.

(4) The study scholarship for the students residing in rural areasis granted annually, based on contract.

(5) To qualify for these study scholarships, applicants must be students of the accredited institutions of higher education, on campus and must meet the following conditions cumulatively:  
a. they reside in rural areas,
b. they pass their exam sessions during the period when they benefit from the study scholarship and they do not repeat any one academic year,  
c. they are bound by contract that, after completing their studies, they must work in the rural education, in the specializations they had prepared for, for a period of time equal to at least the duration of the studies.

(6) The study scholarship for the students resident in rural areas is granted during the academic year, except for the holiday periods and is suspended for the periods in which the student does not meet the requirements set out in paragraph 5.

(7) The number of scholarships and their distribution to the accredited higher education institutions, on specializations, is established annually by order of the Ministry of Education, Youth and Research, according to the requirements of qualified teaching staff for the educational preuniversity establishments in rural areas.

(8) The amount of rural study scholarships is set annually by the Order of the Minister of Education, Youth and Research, with indexation according to the law.

(9) The study scholarship for the students residing in rural areasmay be added to other types of scholarships granted according to the existing legislation.

(10) If, after graduation, the scholarship recipient refuses to work in the rural education, in conformity to the stipulations of the contract, the person in question will return integrally the amounts received as scholarship, with an indexation set in accordance with the inflation rate.

Art. 14.

(1) All actions involving the granting and management of study scholarships for the students resident in rural areas is done through the General Secretariat of the Babes-Bolyai University and the Social Service.

(2) Faculties will inform students of the fact that they can benefit from this type of scholarship, and of all the necessary information.

Art. 15.

(1) The social aid scholarship may be permanent (for the entire duration of an academic semester) or occasional (twice a year).

(2) The level of the permanent social aid scholarship cannot be less than 50%, respectively higher than the study scholarship quantum. The differentiation in quantum within the established limits is made by the Faculty Scolarships Commission. If applications for the social aid scholarships should exceed the percentage allocated to this category of scholarships, the faculties are required to calculate the amount of the social aid scholarship so that:
- the number of students to receive social aid scholarship is as high as possible;
- social aid scholarship is not less than 50% of the study scholarship.

(3) The permanent social aid scholarship for the extent of a semester can be granted to the on campus students who do not qualify for study scholarship or merit scholarship and fulfil one of the following conditions:
a) the students passed their exam sessions and they are orphans, or come from children homes, and do not have an income;  b) students passed their exam sessions and are TB patients in the medical units records, suffering from diabetes, malignant diseases, severe malabsorption syndromes, chronic renal failure, asthma, epilepsy, congenital cardiopathy, chronic hepatitis, glaucoma, severe short-sightedness, immunological diseases, are infected with HIV or they are AIDS patients, spondyloarthritis or acute articular rheumatism (Article  12, Annexe 2 to G.D. 558/1998).
c) students who passed their exam sessions and whose families have not earned in the previous 3 consecutive months to filling in the application an average net monthly income per family member higher than the national minimum wage.

(4) If the scholarships fund allocated for the social aid scholarships is not integrally used for the students listed in paragraph (3), the remaining fund can be allocated for social aid scholarships to be granted to students who have obtained at least 20 credits of the 30 needed to promote, in descending order of the number of credits obtained.

(5) The budgetary allocations will grant permanent social aid scholarships only to the budgetary students. The students on tuition may receive permanent social aid scholarship only from the revenues of the faculties.

(6) The occasional social aid scholarship is granted in amount at least equal to the minimum scholarship established by the University Senate, regardless if the student benefits from another scholarship category, as follows:  
a) the occasional social aid scholarship for clothing, which may be granted to orphaned students, students with social disadvantages, students from children homes, or attended to by social workers, whose family has not achieved in the 3 consecutive months previous to filling in the application an average monthly net income per family member higher than 75% of the national minimum wage. This category of social aid scholarship can be granted to the same student at most twice during an academic year.  
b) the maternity occasional social aid scholarship, which is granted to the she-student or to the he-student whose wife does not benefit from other revenues than any of the forms of scholarship, consists of a scholarship for child delivery and after birth convalescence and a scholarship for providing the newly born child with clothing. The scholarship quantum is established by the Teaching Council Bureau of the faculties.
c) the occasional social aid scholarship in case of death, which may be granted to a student in case of the death of a family member (husband, wife, child), or in case of the death of the unmarried or married student, whose spouse does not have any income.

(7) The occasional social aid scholarships for the budgetary students are granted from the budgetary allocations for the budgetary students and from the faculties' own revenues for the tuition paying students

Art. 16.

The social aid scholarships are granted on the account of student's request, which is approved by the Faculty Scholarships Commission and, if necessary, based on the required evidence. These applications will be submitted within 10 working days from the beginning of the semester, respectively within 10 working days from the event and will be accompanied by income statements from the parents or legal supporters of the student requesting scholarship, and/respectively justifying documents/proofs of the right to benefit from them.

Art. 17.

(1) Babes-Bolyai University and its faculties may grant special scholarships with the title "Scholarship for Cultural and Sporting Merit."

(2) These scholarships are regulated by decisions of the Administrative Board.

(3) The granting of these scholarships will be carried out through the University Social Service.

Art. 18.

The merit scholarships granted to students with outstanding learning results, the study scholarships and the social aid scholarships are granted to students during the academic semester (courses, exam sessions, practical activities, BA examination or graduation), in accordance with the educational plan, except for the holidays.

Art. 19.

The scholarships are granted also during the holidays if the students that benefit from the scholarship are orphans or come from children homes, TB patients in the medical units records, suffering from diabetes, malignant diseases, severe malabsorption syndromes, chronic renal failure, asthma, epilepsy, congenital cardiopathy, chronic hepatitis, glaucoma, severe short-sightedness, immunological diseases, are infected with HIV or they are AIDS patients, spondyloarthritis or acute articular rheumatism (according to G.D. 558/1998, Annexe 2, Art. 12).

Art. 20.

The students transferred from other institutions of higher state education, other faculty, department (specialization) and students transferred from part time learning or distance learning to on campus learning, may benefit from scholarships beginning with the next semester after the transfer, provided the conditions and criteria for granting scholarships are fulfilled.  

Art. 21.

By decisions of the Babes-Bolyai University Senate or Professorial Council, the Rector's office respectively the Dean's office can grant scholarships for creativity, scholarships for international mobility from their own resources on the basis of regulations contained in the respective decisions.

Art. 22.

Faculties establish additional criteria for granting scholarships to be approved by the Professorial Councils and displayed on the notice boards. A copy containing the additional criteria is submitted to the Rector's office, with the secretary responsible for student social problems.

Art. 23.

The regulation for granting scholarships at University level is approved by the Senate of the University.

Art. 24.

(1) Against the resolution of rejecting the application for a scholarship, students can appeal the decision in writing at the Faculty, within 3 working days after the posting of scholarship recpients list.

(2) Appeals are handled by the scholarship committee for each faculty, within 3 days from the closing date of contesting the resolution in writing.  If the scholarship committee for the faculty considers that a litigation, because of its complexity, can be resolved only by the Scholarship Granting Commission for the University, it will send it to the latter enclosing the file in question, within the solving term, showing the reasons why it had not been settled with the faculty.

(3) Students who are dissatisfied with the resolution of the Scholarship Granting Commission for the Faculty may request the reconsideration of the application by the Scholarship Granting Commission for the University, registering within 3 days from the posting of results at the faculty, a justification in this respect.  No later than the next working day, the Faculty will send the Scholarship Granting Commission for the University the request and the file containing the litigation and the documents submitted by the student.

(4) In all cases of complaint the Scholarship Granting Commission for the University will settle the request within 5 days of its registration and will immediately inform the Faculty of the resolution.

Art. 25.

Submitting false documents in order to obtain a scholarship, will result in the penalizing and, implicitly, expelling of the student.

Art. 26.

Annexes 1, 2 and 3 are an integral part of this Regulation.

Art. 27.

This Regulation takes effect on the date of its approval by the Babes-Bolyai University Senate and it is applicable beginning with the first semester of the 2008/2009 academic year, when any contrary disposition is repealed.

REGULATION ON GRANTING SCIENTIFIC PERFORMANCE SCHOLARSHIPS AT THE BABES-BOLYAI UNIVERSITY

 

A. Definition

Art. 1.    

The performance scholarship is granted to students who perform a very good professional activity and have achieved outstanding results in the scientific research activity. The performance scholarship is intended to offer material support to students involved in the development of a scientific research project.

Art. 2.    

The performance scholarship is granted:

Art. 3.    

The Babes-Bolyai University aims to allocate an annual number of 60 performance scholarship. The scholarship quantum is established by the Senate College with the senator students.

B. Scholarship holders selection procedure

Art. 4.    

The procedure for granting a performance scholarship is triggered by the preparation of a competition file which must include:
a) The application for scholarship granting
b) The description of the research project
c) The recommendation of the teacher coordinating the research project
d) The publications and the scientific communications given by the applicant
e) A certificate stating the average mark of the years of study, for students from the first cycle of studies, or a certificate with the graduation average mark and masterate admission average mark, for students in the second cycle of studies.

Art. 5.    

The files are submitted to the Dean's office of the faculty. On a date communicated to all applicants, the Dean's office organizes a session for the public defence of the projects. The defence takes place before a committee of specialists.

Art. 6.    

After the presentation of the project and analysis of the contest file the committee of experts agrees upon the applicants' order of priority, which it communicates to the Dean's office in the faculty.

Art. 7.    

The Dean's office forwards to the Scientific Research Council (SRC) of the BBU the files of the candidates together with the priority list of applicants.

Art. 8.    

Taking into account the number of scholarships allocated to the respective field, based on a set of criteria previously set, the SRC specialty subcommittees examine the proposals of the faculties and grant the performance scholarships to the best of the applicants. The results of the deliberation are to be recorded in minutes (signed by members of the subcommittee) and validated by the SRC plenum.

Art.10

At the end of the period for granting a performance scholarship, the beneficiary drafts and submits to SRC a final report endorsed by the scientific advisor.  
To this report will be enclosed all material, which represent the capitalizing of the scientific results obtained (papers published or submitted for publication, presentations at conferences/communications, patents, etc).

C. Final dispositions

Art. 11.  

Performance scholarship granting shall be recorded by the SRC granting of a Performance Diploma in student scientific research to all students who were granted such scholarship, if the stipulations of the contract are fulfilled.

Art. 12.  

The present Regulation for granting performance scholarships with the Babes-Bolyai University enter into force upon adoption by the Senate of the University. At the same time any other contrary stipulations are to be be repealed.
