Organization of the activity of the Babes-Bolyai University Senate 2008-2012 - Councils and Committees

The University is led by the University Senate, composed of faculty representatives (teachers and students), representatives of university colleges, the chief administrative executive, deputy chief administrative executive, chief financial and accounting executive, chief executive of the Central University Library, chief executive officer of the Botanic Garden, chief executive of the Continuing Education and Distance Learning Centre, head of the Teacher Training Department and the representative of research units.

To ensure the transfer of managerial competence, the continuity of programmes and the competitive management - at the level of the representation established for each department, respectively for each faculty - the department heads and deans become members of the teachers council, and the pro-rectors, rector and chancellor general become members of the Senate beginning with the following legislature. Membership on this basis may be granted for one term, expiring on the date of retirement and it applies only to persons in office at election time.

The University Senate is divided into Councils and their subordinate Committees. The Councils and Committees are established by decision of the Senate, as required.

The Senate of the Babes-Bolyai University establishes Councils in the Babes-Bolyai University serving as regulatory authorities in their field.

Councils are made up in such a way that a member can be included in a single Council.

Councils integrate subordinate operational units of technical and secretarial administration (secretariat, departments, centres, etc.).

Councils own functional autonomy, they announce their activities programmes to be approved by the Rectorate and Senate of the Babes-Bolyai University.

Councils contribute to the implementation of the Strategic Programme, of the Operational Programmes of the Babes-Bolyai University and of the decisions of the Babes-Bolyai University Senate.

The Senate of the Babes-Bolyai University organizes Committees of the Senate, serving as the examination and decision bodies in their operation field, as follows:

The Committees operate  under the Strategic Programme and operational programmes of the Rectorate and on the basis of the decisions of the Babes-Bolyai University Senate.

The organization in committees and responsibilities is done in accordance with the priorities and emergencies on the agenda.

The Senate of the Babes-Bolya University assigns, on the basis of proposals addressed by the Rectorate, responsibilities in order to carry out major projects for development and enhancing competitiveness in the Babes-Bolyai University.

New responsibilities will be established on the basis of new analysis.

Responsibilities for the institutes, centres, laboratories that have already been established preserve their current status.
The Senate of the Babes-Bolyai University can take into consideration, on the basis of a resolution provided by the Scientific Research Council, to organize competitions for employment in the existing establishments.

All decisions of the Babes-Bolyai University Senate are advanced as written project after having been communicated three days in advance by the Senate College so that Senators can review the projects and form an opinion.

The Senate of the Babes-Bolyai University validates the appointment by the Administration Council, at the Rectorate's proposal, of the heads of the administrative units subordinated to the Rectorate.

The Senate Councils and Committees of the Babes-Bolyai University develop proposals for regulations and decisions subject to debate in the Rectorate, Council of Administration and Senate of the Babes-Bolyai University.

The General Counsellor of the Babes-Bolyai University coordinates the activity of Councils and Committees and ensures the elaboration in writing of resolutions for publication, as projects in the Informative Bulletins of the Babes-Bolyai University, so that senators can stay informed about projects at least three days before the scheduled debate regarding the approval of the respective project.

Any draft decision of the Babes-Bolyai University Senate will be submitted in writing three days in advance to each senator, through Informative Bulletins and Newsletters made by the Rectorate of the Babes-Bolyai University and the Academic Council.

The draft decisions that commit the administrative responsibility of the Senate College will have the written approval of the Senate College and must be published three days before the meeting of the Babes-Bolyai University Senate.

The Committees and Councils decisions may be rejected only by a majority vote of the Babes-Bolyai University Senate.

The General Counsellor assures that the departments, teaching councils, Senate and other bodies of the Babes-Bolyai University are fully functional in accordance with the legal regulations, and exerts general control over the fulfilment of decisions, in accordance with the established responsibilities in the respective decisions.

Decisions taken at various levels of the Babes-Bolyai University administration are valid only if adopted in writing in accordance with the legal regulations. Recording in the minutes drawn up according to the law rigours and the compliance with the existing regulations are required for any valid decisions that are to be implemented.
