The main factor which can assure the achievement of the major BBU objective - the proficiency in education, formation and research - is the human resource. Therefore "the development of the human resources represents a necessary, complex, continuous process with high responsibility, reuniting actions and activities of selecting new staff and perfecting/improving the existent one. Obviously it must be correlated with a set of national and international factors, socio-economical and institutional factors, material and human factors."
